CA SSO Federation between access gateways in 12.8 SP not redirecting to IDP

I followed the following video to federate two CA SSO Access gateways, I followed all the steps in a CA SSO 12.8 but when I try to access the protected url that is the same as the federation partnership, still requests credentials as if Siteminder is not federated.

I don’t know what Its wrong in my configuration.
